Regulatory Advisory: FCC Proposes $20 Million in Penalties for Deceptive Marketing of Prepaid Calling Cards
Earlier this month, the Federal Communications Commission issued Notices of Apparent Liability for Forfeiture ("NALs") totaling $20 million against four companies for allegedly using deceptive marketing practices to sell prepaid calling cards, primarily to immigrant communities, in violation of section 201(b) the Communications Act.

Advisory: TWTC Files Petition Seeking Declaratory Ruling from the FCC Regarding Direct IP-to-IP Interconnection and Facilities-Based VoIP Classification
On June 30, 2011, tw telecom inc. ("TWTC") filed a petition seeking a declaratory ruling from the Federal Communications Commission clarifying that TWTC has the right to establish direct IP-to-IP interconnection with incumbent LECs for the transmission and routing of TWTC's facilities-based Voice over Internet Protocol services and its IP-in-the-middle voice services.

The Maryland Libertarian and Green parties once again won the right to be recognized as ballot-eligible political parties, thanks to a ruling from the Circuit Court for Anne Arundel County. Regulatory Advisory: FCC Issues Notice of Proposed Rulemaking Regarding Outage Reporting
On May 13, 2011, the Federal Communications Commission released a Notice of Proposed Rulemaking regarding its outage reporting requirements. In the NPRM, the Commission proposes to extend its outage reporting rules to interconnected Voice over Internet Protocol service providers and to broadband Internet Service Providers. Such a rule, if implemented, would sweep a wide array of entities into the regulatory reporting system.
