International Telecommunication Union appoints Kent Bressie to Joint Task Force investigating use of undersea telecommunications cables for ocean and climate monitoring and disaster warning
WASHINGTON, D.C.
Kent Bressie, a
partner at Wiltshire & Grannis LLP and head of its international
practice, has been appointed by the International Telecommunication Union
("ITU") to serve on the Joint Task Force to investigate the potential
use of undersea telecommunications cables for ocean and climate monitoring and
disaster warning. The Joint Task Force was established by the ITU, the
World Meteorological Organization, and the Intergovernmental Oceanographic
Commission of the United Nations Educational, Scientific and Cultural
Organization ("UNESCO") following a 2011 workshop in Rome in
connection with the ITU Green Standards Week. Kent will advise the Joint Task Force
regarding the complex legal-regulatory issues that dual marine
data-telecommunications cables raise under various international treaties and
national regulatory regimes.
An expert on telecommunications regulation and international trade and
investment, Kent has extensive experience with the whole range of legal and
regulatory issues affecting undersea cables, including: national security and investment reviews;
telecoms licensing; environmental permitting; export controls and sanctions;
market access; corporate and commercial transactions; and the law of the
sea. He has represented undersea cable
operators, suppliers, and investors in projects on six continents.
