Kelley A. Shields, an associate with the law firm of Wiltshire & Grannis LLP, practices principally in the areas of telecommunications and technology regulation and policy.  Ms. Shields has represented clients in proceedings before the Federal Communications Commission, Congress, the National Telecommunications and Information Administration, and foreign and state telecommunications regulators.  Ms. Shields also practices litigation, primarily in the areas of communication and digital media.

Ms. Shields represents wireline, wireless, satellite, cable and international telecommunications providers before the Federal Communications Commission in rulemaking proceedings, transfer of control proceedings, and enforcement actions.  Ms. Shields also provides compliance advice to a variety of telecommunications clients.

Ms. Shields also has litigated extensively before the federal Copyright Royalty Board.  She served as a member of the trial team that secured a favorable copyright royalty rate for Internet music downloads and separately represented a digital music provider in a copyright rate-setting proceeding for the webcasting industry.

Before joining the firm, Ms. Shields served as a law clerk to the Hon. J.L. Edmondson, Chief Judge of the United States Court of Appeals for the Eleventh Circuit.  Ms. Shields graduated cum laude from Georgetown University Law Center, where she was an editor of the Georgetown Law Journal.  She graduated summa cum laude from the University of Kentucky with a degree in Communication and Economics.
