Scott Blake Harris co-founded the firm (then known as Harris, Wiltshire & Grannis LLP) and served as Managing Partner from 1998-2009. Mr. Harris resigned from the firm in May 2009 in order to become General Counsel of the United States Department of Energy. He also served in government from 1993 to 1996, first as Chief Counsel for Export Administration in the Department of Commerce, and then as the first chief of the International Bureau of the Federal Communications Commission. During his eleven years with the firm, Mr. Harris advised clients on communications, Internet, trade, intellectual property, export control and other legal issues. His clients included information technology, terrestrial wireless, wireline, Internet, software, hardware, and satellite companies. He represented clients before the FCC, the courts, the Executive Branch, and foreign regulatory agencies. Mr. Harris has received many honors for his outstanding legal work, including the prestigious Marconi-Bell Award from the National Association of Radio and Telecommunications Engineers. He was regularly numbered among the very best telecom lawyers by trade publications and by The Best Lawyers in America®, Who's Who Legal®, Chambers and Partners®, Lawdragon®, SuperLawyers® and other services that list the top lawyers from around the world. Mr. Harris graduated magna cum laude from both Brown University and Harvard Law School.
